[NCSG-FC] [DRAFT-2] NCSG-FC Operating Procedures v2 first clean copy

Sorry just a add on.

I think the FC takes on the jobs of both internal auditor/Committee,
Financial secretary and treasurer positions jointly in any set up in the
current definition.

May be we have that in mind, I am sure it will help.
