Hi Stephanie, all

Briefly:
I. It's a formal point, but they should make certain edits when referencing
the Bylaws. In the quote here "process" is used several times but
references two different matters (the overall process of constituting a
panel and the process of choosing the people who will choose the panelists)
III. I think the 1st one is fine.
III.D. the group should determine its own chair. That way the chair will be
more legitimate. See below...
IV.A. recorded and transcribed yes, then released when appropriate, so
maybe after the panel decision?
IV.B. Consensus yes, also yes to chair designation, and no minority
statement as I don't think there should be a report for a panel
constitution. This is not a policy discussion. Of course it's highly
political and potentially contentious, much like policy, and adjudicatory
processes do have minority statements in many "legal cultures," and they
serve a useful purpose. But in these cases the authority of the
adjudicatory process is strongly entrenched (think a supreme court). The
authority of an IRP panel decision, judging by previous ones, is, let's
say, modest... To the extent that panelists are better chosen than before
(that is, more representative of the community) I think it's fair to
insulate them a little bit now. But that's an important matter, and I
understand others may disagree.
