Proposals to be submitted for Cross Community Session and Capacity Building Session for Barcelona

Here are two proposals prepared by Stephanie which I am planning to submit
by 27 July for the leaders to approve for Barcelona. Might get accepted
might not.

Please comment on the topics and let me know if you think anything should
be changed
