[NCSG-PC] Withdrawal from the DNS Abuse Mitigation PDP 1

Hi,

Participant is like member but cannot participate in the consensus
designation. They can join calls , discussion etc.we expect the 6 members
and 3 participants to participate fully and get replaced by alternate if
they cannot attend a call.
