[NCSG-PC] Withdrawal from the DNS Abuse Mitigation PDP 1

I realize I don't know how participants vs alternates will work.
When a member cannot attend a meeting, will they be replaced by an
alternate or will a participant be pushed in as a temporary member
and an alternate as a temporary participant?
Either way, we need one new person: either a new participant or
a new alternate if we push an alternate to a participant.
Do we have a viable candidate? If not, we'll either need to ask
for more time so that we can issue a new call or leave one
alternate position to be filled later.
Or we could come up with some extraordinary process to name a new
alternate.
I presume there's also a process for changing members, participants
and alternates later. If we want to have a full slate from the
beginning we could make a temporary appointment (maybe one of us could
volunteer, maybe Rafik?) and issue a call for a permanent one later,
just to give us time to do it properly.
