When a member cannot attend a meeting, will they be replaced by an<br>

Either way, we need one new person: either a new participant or<br>
a new alternate if we push an alternate to a participant.<br>

Do we have a viable candidate? If not, we'll either need to ask<br>
for more time so that we can issue a new call or leave one<br>
alternate position to be filled later.<br>

Or we could come up with some extraordinary process to name a new<br>
alternate.<br>

I presume there's also a process for changing members, participants<br>
and alternates later. If we want to have a full slate from the<br>
beginning we could make a temporary appointment (maybe one of us could<br>
volunteer, maybe Rafik?) and issue a call for a permanent one later,<br>
just to give us time to do it properly.<br>
