[NCSG-PC] New Question by ICANN Board is very difficult and requires considerable research

Hi Kathy,

I responded quickly to what Dan shared, with this yesterday:
"I think we can  try to cover the new question but not have a final
position. I would say we don't have capacity in particular for the holistic
review but the pilot already started, for the org review in general but for
other specific reviews we might need more discussion. Also as it was
discussed with ALAC today, there is concern about the new operating
standards and how scoping will happen."

So I am thinking of responding:
- NCSG needs more discussion to understand the impact and implications. As
a group we need to check about our own readiness.
- with regards to operating standards and in relation to this
prioritization and planning exercise we have some concerns about scoping
and who will own it.
