[NCSG-PC] Proposed Letter to ICANN on PIR sale

The second letter has been shared on the NCSG list for under 24 hours.

I do not see how it reconciles or acknowledges the view(s) expressed in the first letter.

But I will leave this to the Policy Committee to resolve.
