[NCSG-PC] Proposed Letter to ICANN on PIR sale

Thanks for the heads up Rafik! 

I think we have an excellent document in our hands, based on a clear
interest in mitigating negative impact on Non-commercial registrants and
we should rush the draft to conclusion! I fully agree on this approach
nd the letter should get out sooner rather than later.
