[NCSG-PC] public comment reviews (submission by 27th Nov)

Please, all members of the PC need to review the Auction Proceeds comment - it is due today and we need to reach agreement on its contents. We do not have agreement on which mechanism(s) (A, B, C, D) we will be endorsing.
