[NCSG-PC] public comment reviews (submission by 27th Nov)

Hi all,

the current situation:
- CCT draft is in good shape and all comments resolved. it is ready for
submission unless there is strong objection.
- Auctions proceeds draft still has some outstanding issues to be resolved.
still waiting for more input and review.
