[NCSG-PC] Application ATRT3

Hi,

to clarify, the call for volunteers was to fill the vacancy. We got 2 NCSG
members (so we have candidates already) in the previous slate but that may
be reshuffled  (trying to avoid that).
The SSC will fill the vacancy for 2 primary slots and 1 alternate (the
slate is composed of 7 candidates with 3 guaranteed to be appointed to the
review team and 4 that can be selected for diversity reason but not
guaranteed).
