[NCSG-PC] Fwd: [council] For your review - EPDP Initiation Request and EPDP Team Charter Templates

I see the need for a conflict resolution specialist to be there as a 
resource for the community, not just the leadership team.  Therefore 
status would be similar to external legal counsel.
