[NCSG-PC] Draft comment of CCNSO review deferral / Review&Endorsment

Hi

These comments were not Stephanie's but mine.   I am happy for them to 
be removed from this doc in the interest of moving this forward but I do 
believe that they should be addressed at some point in time.
