[NCSG-PC] Endorsement of NCSG Comment on GNSO operating procedures change

I think we should add that. please also consider adding what I mentioned in
my previous email. DT had a debate and reached consensus on many important
issues which were contentious, mainly participation of GNSO in the
empowered community through the council and the thresholds to reach
decisions. As Stephanie agreed to add something like that, I kindly ask her
to just come up with a once sentence which encompasses what I said in my
previous email since she knows how the council functions better than I do.
