[NCSG-PC] Drafting/Documenting NCSG Policy Committee Procedures

Hi ,

Thanks, Martin,
I will create a google doc with an outline of those suggestions for
procedures and add some ideas for each. then share it as a strawman
document. that will make easier to cooperate on the same document and
kick-off the discussion.
