[NCSG-FC] Financial Assumptions comment

Ayden, et. al.,

I would make one modification. We do  not say why we do not consider a 
worst-case scenario likely to occur, and we see a high funding scenario 
as unlikely. I would simply stop the sentence at ...scenario seems 
unlikely. and drop why we believe that. It is suggested in the first 
sentence, and there is no gain from going on the books with the "if 
there are....".
