[NCSG-FC] Our internal operating procedures

Hi all

I'll keep the more fine grained recommendations and comments for when my
time comes to look at that as an EC member, but generally speaking, I am
favorable to having such documents and policies drafted rather than not.

As superfluous as they might seem (referring here to Sam's doubts about the
ethics policy) it's always useful to have as a reference and a foundation
upon which to build. Assuming we can rely on everyone's good faith, we can
still have good faith misunderstandings. An ethics policy would certainly
not have the clearcut answer to a given concrete dilemma or fact pattern,
but it would provide an agreed-upon guideline for those in authority to
take the decision.
