[NCSG-FC] Our internal operating procedures

Thank you for your feedback.

The objective for our procedures is to have ones which achieve specific results. We want to submit comments on the budget, so we've proposed a process for developing a comment on the budget. We want to submit ABRs, so we will have a process for doing that.

So I don't agree that these procedures are "prohibitive"; what they are is prescriptive, so we have a clear process to follow so that the FC today and in the future is clear on what it should be doing. I hope this makes us more efficient, effective, and collaborative, because we are baking in the requirement to seek input and to work in the open.
