Dear FC

I have no objection on addition of Rafik as observer.

He is PC NCSG Chair and I do think there should be a practice on the
FC of involving the 4 Chairs (NCSG, PC NCSG, NCUC and NPOC).

I do believe though that the Chairs should be observers and the FC can
do a general call on membership to inquire for volunteers to help it
with their work.

As we are in leadership renewal time in general, though, maybe it
would be best to do this call after the AGM.

When I leave NCUC (9 Oct), I'd be grateful if the FC NCSG would
consider adding the new NCUC Chair as observer and I hope
contributions be fruitful.
