[NCSG-EC] Review of applications for travel slots

I agree that if we look at previous experience, Benjamin and Tapani are
the ones that stand out, but for very different reasons. Benjamin has
been excellent at building and mobilizing community, while Tapani
has mostly done his work in the background, supporting the smooth
running and administration of NCSG.

Therefore I would like to take a step back and ask what we want to
accomplish by allocating this travel slot. I see three different
possible purposes:

1) Strengthen and build the community. attracting newcomers - in this
    case Benjamin is the obvious choice
2) Pull in less experienced people into the policy processes and
    council work, helping them become more active contributors - in this
    case we should go for one of the other candidates
3) Bring back people who have made major contributions to NCSG, but who
    have, for various reasons, not been active lately, but show interest
    in getting back into the game. This would be Tapani and Farell.
