I don't think it is automatic, but we can choose to, if we want to.
An alternate fully replaces the councilor, so the original councilor
can only participate as audience, but not as a participant.
We can of course leave the alternate/proxy decision until the
day before the actual meeting, when we know if Peter can participate
remotely or not.
