Thanks very much, Steph. This is a good start and appreciate your flexibility. I think we should announce now that we have two seats to fill on council, and indeed this could encourage more applicants since they know we’ve got two council seats to fill now.
Under the NCSG Charter Section 3.1 <https://gnso.icann.org/sites/default/files/filefield_25801/ncsg-charter-05may11-en.pdf> we can have no more than two councilors from a single geographic region, so if we already two from Europe, then any European applicants would not be eligible for these positions. The same charter section goes on to state that:
“…Reasonable efforts should be taken to recruit nominees so that all geographical regions may be represented by the NCSG GNSO Council Representatives. Reasonable efforts should also be taken to ensure gender balance and in no circumstance should there be fewer than 2 members of any gender…”
So I think we’d have a potential preference for representatives from geo regions that we don’t currently have represented and also a preference for females, since we only have 2 female representatives now. So these are factors for us to consider in the overall balance and we should include this charter language in our announcement.
I’d also like for applicants to affirmatively confirm that they intend to attend all of the NCSG Policy Committee meetings and the GNSO Council meetings (absent extenuated circumstances).
