[NCSG-EC] Base letter and procedure for seeking a replacement for Farzi.

I'm fine with the message, at least as far as most of its contents go it
should be pretty straightforward.

I'm still not clear on what we decided about the whole geography question
though. It seems that there are actually no strict criteria, except that we
try not to have two councillors from the same GNSO SOI-declared region?

Does that imply we need to specifically include that in the call? Meaning
that right now Europe would be deprioritized because we already have two?
