[NCSG-EC] Board Seat 14 election process

I am pleased to report that Carlton Samuels has responded to our request 
for input, and has no objections to our selection of the Candidacy of 
Matthew Shears.  Now the question is, is there some paperwork I need to 
do to register this on the record, or do we just mention it when we 
communicate with the GNSO Council?
