[NCSG-EC] Evaluation of individual applicants

Hi Rapahel,

 We have not had a case where constituencies run their own approval process
to accept a member that has already been approved at NCSG level. They
usually just inform their EC that these are the new members and announce on
the mailing list. However, the NPOC and NCUC ECs have the right to do so
(for example it is already in NCUC bylaws).

My impression is that, if a constituency does not accept a member, then the
member will remain an unaffiliated NCSG member. The provision is to
preserve constituencies independence and allow for NCSG to be independent
too. And again my interpretation is that NCSG EC officers should act
independent of their constituencies, i.e. advance the interest of NCSG at
the GNSO level and represent NCSG in their constituencies if they are
affiliated with any, (while of course at the same time carry out their
duties and report to their constituencies).
