[NCSG-EC] Adoption of two Operating Procedures on Re-allocation of ICANN Travel Slots and Members Removal

Thanks for your comments. I have resolved them and I don't think there are
substantive changes that need to be reviewed by the members.

If I see no objections on this list by 18 July 23.59 UTC, I will inform the
list that these procedures have been adopted and they will be posted on
NCSG Wiki space.
