[NCSG-EC] Adoption of two Operating Procedures on Re-allocation of ICANN Travel Slots and Members Removal

I drafted the travel policy it's the first of its kind. Robin had drafted
the removal policy during Tapani time it was shared with the list never
followed up on for adoption by then EC.

I have explained that when I sent an email to ncsg mailing list for members
to comment.
