[NCSG-EC] NCSG Elections Timeline

[Raoul Plommer]

Tapani told me that these (gender & regional criteria) have actually
already been agreed on. It'd be ideal to have these kind of rules written
out in one place for everyone able to access them, as opposed to mailing
list archives.
