[NCSG-EC] NCSG Elections Timeline

Hi Raoul

Unfortunately we cannot agree on these procedures before the upcoming
elections because they have to be discussed with the members and takes time
to follow the consultative procedure for their adoption.

We still need other ncsg ec members to agree on the timeline.
