[NCSG-EC] NCSG Elections Timeline

I don't see these rules having been agreed on anywhere.

He calls it in the email a draft and asks for comments, I don't see any
comments and I am not sure it was adopted by the EC.

We won't be following rules that have not been formally adopted so close to
the elections.
