[NCSG-EC] election issues

Dear all,

One item in our agenda tomorrow is elections-related issues.
Opening it up a bit for you to review in advance, here's
what I have now:

* After Ed's resignation there'll be four council positions,
three of them for 2 years and one for one year. The rule
I propose to follow is that the 2-year slots go to three
candidates with most votes and the 1-year one to the fourth.

* Timeline: not seeing any objections I'm following the
one I posted earlier, although we were a few days late
with the check-in process start:

One point worth clarifying is "the date of the election" in the sense
of 4.5 in our charter. Tentatively I'd think it'd be the beginning of
voting, which means members we approve tomorrow will not be able to
vote following this timeline, but other interpretations are also
possible.

* Gender and regional balance: nobody commented on my post in the
election-reform list, so I assume there're no strong objections
either, but please do review it - there may be some loopholes or
mistakes I haven't noticed:

Following that I propose to make the ballot like in (1b) there,
and that we start discussion about how to amend the charter to
allow more flexibility in future elections.

Note that while Chair election was not directly addressed there,
it's actually less ambiguous in the charter and the conclusion
is clearly same.
