[NCSG-EC] Election issues

Dear all,

One borderline election issue just came up in civicrm discussion:

Can an additional representative of a member organization run for office
or does it have to be the official representative?

Charter 2.4.3 says "Any member of the NCSG may run for the Chair
position" and 4.1 says "Any member of the NCSG may nominate any NCSG
active member either for the position of an NCSG GNSO Council
Representative or for NCSG Chair."

Now organizations obviously cannot run for positions, only their
representatives can, but there's nothing explicit about that.

I guess it is obvious enough that the intent is to allow
organizations' representatives to run, but the case for additional
representatives (who don't get to vote) it is not.
