[EC-NCSG] Updates & prepare for Dublin meeting

Thank you for this.
I have not studied the proposal in detail yet, but I have a few
concerns already:
Memberclicks is a proprietary solution hosted by a single company.
If we're ever unhappy with them, it would be very difficult to change
provider - it'd mean finding a completely new solution.
They're located in the USA, which is in itself problematic in view of
European privacy laws (evem more so with the recent European Court
decision about Safe Harbour).
On general principles I would also like to have several alternatives
to consider and compare. In particular I'd like to include some using
free software that can be moved to another hosting provider if needed,
like CiviCRM for example (cf. https://civicrm.org/hosting-providers).
At this point I wouldn't yet rule out a complete custom solution
either, even though it'd probably take longest to implement (and I
would definitely want something that'd be ready to use well before
next NCSG elections) and it might be problematic budget-wise.
In any case it would be indeed useful if we could come up with a list
of issues to discuss, online as well as in Dublin.
Also, I think we should include in the discussion people
who've been involved with membership issues within each
constituency, not just us (the EC).
