something developed in-house by ICANN IT team, customised solution like
civicrm hosted and managed by us and independent 3rd party provider. the
first option didn't fly so long because there is no appetite to do such

I was also thinking for some time ago , before discussing with Chris, about
civicrm as solution that we can customize and heard about other
organisations experience.
few months ago, I asked Maryam to do some research about civicrm as option
for membership management and about hosting option. if she can find that
document, she can share it and we can use it as strawman for discussion too
my comment about such solution is the about effort and time to spend on
customisation and maintenance.
At this point I wouldn't yet rule out a complete custom solution

I don't know how much that will be needed to work on such solution but I am
aware how we , IT folks, are not good in project estimation :)
I think we secured some budget for the membership management effort at
least, however moving to other options can impact that.
