[EC-NCSG] Some clarification on NCSG applicants

Hi Rudi, all,
The reason Sawera's application was left pending was that the domain
they gave in the application, sawera.org, belongs to someone else,
apparently a non-commercial entity.
If that was an error or the domain has been captured, it would be
handled by our normal process: requesting clarification or correction
from them by email and if the reply is satisfactory (as it apparently
would be here), approve them in our next meeting, presumably next week.
Is there some specific reason to rush the process in this case?
In principle I have no objection to processing these by email,
but the process should not be ad-hoc, it should agreed on
in a formal meeting, either individually (approve someone
conditionally, as we've occasionally done, but not in this case)
or as a general rule that can be applied as appropriate.
Of course a formal meeting can also be done by email,
as has occasionally been done by NCUC EC for example,
and formalities don't need to be heavy: just declare
it a meeting and write minutes after decisions are
agreed on. If we really need to approve Sawera before
Dublin, we could do this now.
