[EC-NCSG] Pilots N Paws Application

Dear Jim,

There has been no final decision on this application, but there has  
been discussion about it on the NCSG-EC email list (summarized below).

As you can see, representatives from NCUC and NPOC and myself all  
have concerns about your law firm's continued attempts to join NCSG.

Given the fact your firm has been told on several occasions that it  
not allowed to represent its client in NCSG for the reason that it is  
a member of the Commercial Stakeholder Group (CSG) and active  
lobbyists in the Intellectual Property Constituency (IPC), it is  
puzzling why you keep trying to join NCSG, when you have been  
repeatedly told that you are not eligible to join.  There are ICANN  
rules against "gaming the system" like trying to participate in  
several stakeholder groups at once to get "extra bites at the apple"  
from a policy making perspective.  These rules are there for a good  
reason and NCSG is not going to break them despite your persistence.

An application from Pilots and Paws is welcome to NCSG, but not with  
an ineligible CSG lobbyist law firm listed as a representative in  
NCSG.  Representatives of organizations must be eligible to  
participate in NCSG for them to be admitted, as you have been told  
before.

Please stop trying to join NCSG.  You are ineligible.  Your firm in  
ineligible.  You participate in the CSG.  Not both the CSG and NCSG.   
It is unfortunate you waste everyone's time with these games.

NCSG-EC Discussion on P&P application:

RG: NOT approve since representative on application is Jim Bikoff's  
firm (IPC/CSG member) and ineligible for simultaneous representation  
in NCSG.  The firm has been this before and they still are trying to  
join NCSG.  We may need to write to the firm and ask them to stop  
applying to NCSG.

Robin's argument that Bikof cannot represent his client)
