[EC-NCSG] Fwd: Pilots N Paws Application

Dear NCSG-EC Members:

As you've seen, Jim Bikoff's law firm has put in another application  
for membership in NCSG from one of his clients and he is listed on  
the application as a representative of the organization, Pilots and  
Paws (please see below).   We have explained to Mr. Bikoff a number  
of times (when he tried to obtain votes in NCSG on behalf of other  
clients) that neither he nor his law firm is eligible to represent an  
organization in NCSG, given their simultaneous membership in the CSG  
and active participation as a lobbyist in the IPC.  Bikoff's firm may  
participate in CSG, but not in NCSG simultaneously.  ICANN has rules  
against participating in several Stakeholder Groups at the same time  
since it is a means of "gaming" the system to get more 'bites at the  
apple' from a policy making perspective.

I think we need to send another, perhaps more formal letter to Mr.  
Bikoff and Pilots & Paws reminding them of Mr. Bikoff's continued  
ineligibility to join NCSG (which we've explained to him before and  
he just doesn't want to accept).  However, if Pilots & Paws would  
like to be represented by someone else (who is NOT a member of the  
CSG), their application would be welcome.  We may also want to cc the  
ICANN Ombudsman in this letter since he has also dealt with the issue  
of Mr. Bikoff's attempts to gain numerous votes in the NCSG in the  
past and NCSG's response to him at that time.

I sincerely want to welcome true nonprofit organizations who want to  
work on DNS policy into NCSG.  But we have to remember we have a duty  
to guard against attempts to game the system by commercial players  
who may see NCSG as an easy target for manipulating the policy  
process unfairly.  Despite their persistence.
