[EC-NCSG] Important - adding new NPOC Vice Chair to NCSG lists

Thanks, Cintra.  I've asked Brenden to add you to the list as an  
observer in the interim while we deal with the pending NCSG  
membership application.

We won't be able to make a habit of accepting people onto the mailing  
list before their application is approved, so constituencies need to  
be clear to their recruits up front that step one is filling out a  
NCSG membership application.  After acceptance into NCSG, members are  
free to join 0, 1, 2, or 3 constituencies within NCSG, are added to  
the NCSG mailing list, join working groups, etc.  Hopefully new  
applicants won't have the prior misunderstanding as previous  
applicants have had and will use the proper process going forward.
