[EC-NCSG] pending NCSG membership applications - votes & comments

Dear Colleagues,
ISOC-TT was approved by NPOC before the current NCSG membership form was
initiated. See attached scan.
I therefore vote for approval as an NCSG member and vote again for approval
as an NPOC member.
