[EC-NCSG] pending membership applications

Robin,

I have not seen the evaluation and/or approval (or not) for this group of
applications from anyone else.

I still owe the NCSG-EC, the "illegal funding question" justification and
am working on it.

By the way it is not about restricting due diligence (that's up to each
NCSG member to carry out anyway) but about the funding question being
inappropriate...

NPOC's approach is about inclusiveness and making it easy to become an NPOC
member.
