I don't really understand why and how webapps would increase domain
revenue (and I also think that the huge security challenges will limit
the popularity of web apps), but maybe I am overlooking something.

Clearly it will be useful to look at the ICANN budget and where the
major costs are. Travel is a big one (but not sure there can be huge
savings there - yes, there are individual cases where we can find
travel deals that are better than whet FCM Travel can get ICANN, but
I don't think it is very widespread), but salaries and external services
(legal and consultancy) are pretty large contributors too.
