Nominating Juan Manuel Rojas for councilor

Thank you Franco for nominating Juan Manuel Rojas for the position of
Councillor, which I'd like to second.  Juan and I worked together for
three years, along with the members of the NPOC EC to build the
Constituency with a solid foundation to encourage participation and have
the promotional materials to take action.  He would represent the voice of
the not for profits at the Council.
