Quick proposal for a session at ICANN 69

Here is a quick proposal for the session on HR at ICANN 69.  I have not 
been on the CCWG-HR, so if some of you who are could take a look at it 
prior to 21:59 PDT and provide your comments/edits, I would be most 
grateful.  Copied below for your convenience, although I have been 
unable to improve the type size.  I will be sending it at 22:00 PDT.

Proposed Session Title Moving forward with WS2:Implementing the Human 
Rights Impact Assessment

Brief Description The cross community working party on human rights has 
been working on the Human Rights Impact Assessment framework (HRIA) for 
some time.While ICANN has accepted Human Rights as a core value, we do 
need to actually have tools to implement this core value.The HRIA is an 
accepted tool to interpret impacts on Human Rights, but it is not well 
understood across the community.A plenary session to discuss how these 
tools are used, and the work of the committee, would be useful to engage 
the community in this core value and the methodologies of measurement of 
implementation.

Rationale/Desired Outcomes

The goal would be to raise awareness of the community of the fact that 
we have a commitment to uphold human rights, and enhance understanding 
of what that means in practice, within the limited remit of ICANN. It 
might also stimulate discussion on workstream 2 initiatives.

Session Format A balanced discussion with a panel of members of the 
committee, representing differing SGs and ACs.We would invite a speaker 
who had implemented an HRIA, to discuss the process and the results.

Session Leaders/Facilitators

Chair and other members of the CCWG-HR have already volunteered, we 
would seek differing viewpoints.

Community InterestThere is a great deal of interest in human rights 
across the community, from a variety of perspectives.Given the reliance 
of the European Courts on the Charter of Fundamental Rights of the 
European Union in interpreting the GDPR, and the focus of ICANN in 
recent years on EPDP, it would be useful to provide further information 
on the practical implementation of human rights values, pursuant to 
ICANN’s adoption of it as a core value.
