[proposed comment] Draft Proposal of the New Fellowship Program Approach

I agree with Arsene's basic comment here and Michael's response.  
Personally, it concerns me greatly from a competition point of view that 
developing countries are relying on platforms for Internet access, and 
not the DNS.  In numerous countries there are no local registrars, and 
meanwhile the market is consolidating. However, that is not our primary 
focus at NCSG, although it is certainly a goal to have fair competition 
in the marketplace.

It would be unrealistic to expect the registrars to go out looking for 
competition, so I think it falls to ICANN outreach and GDD to do that work.
