MO: I do think it's important for such individuals to be involved in the
ICANN process, or at least, I can definitely see the added-value. At the
same time, though, I don't think it's the role of the Fellowship program to
provide that. To me, the program should foster ongoing involvement in some
form or another, whether it's GNSO-level policy development, or engagement
in another SO/AC. Simply sponsoring someone to introduce them to the
program is not good enough (bear in mind, I'm not accusing you of
insinuating such). I think that the global stakeholder engagement (GSE)
teams along with the program coordinators / application reviewers can
always take into account the circumstances of certain applicants,
especially if they are involved in other areas of ICANN's work (such as DNS
businesses or ccTLD operations). Note that there's also a much bigger push
with the recommendations to have the GSE teams more engaged (at least in
the comments I've seen).

I support the idea that the program should be focused, however, and keep
the scope as refined and narrow as possible (without being wholly
exclusive).
