[proposed comment] Community Travel Support Guidelines

We cannot comment on the choice of venue. I think we have done that on our
earlier comment on incremental changes. But there is a visa section in the
travel document which we can comment on. For example make constructive and
doable suggestions such as providing the invitation letters and sorting out
hotel and flight for visa seekers as a priority. I will write a paragraph
to that effect if it's not there already. I apologize for the late comments
but i will draft a paragraph tht can address some of the issues if they
have not been addressed yet. The comment can fit squarely within  a couple
of bullet points  such as

   - Scope of the ICANN Travel Support function
   - Communication, financial, and other travel responsibilities of
   supported travelers
