the mechanisms for managing the funds, just about the uses of the funds, or

Also, which ever is the answer to that question, I would suggest leaving
the "conflict of interest" discussion to the very end.
The potentials for conflict of interest will depend on both the mechanisms
chosen for funds management, and approved uses of the funds.
Discussing that early would involve excess speculation and "what if"
scenarios.

several topics and organize the discussion. One idea is to have small
ad-hoc groups of volunteers who can follow the topics, work on some
positions for NCSG and to facilitate the discussion.

We can have :

we can setup mailing lists for those groups to organize themselves and
their discussions. Those mailing lists will be public and archived.
