ICANN has appointed a Chief Data Protection Officer

As those who are on the Next Gen RDS Working Group know, these issues are very much under active discussion. And of course, looking at issues from all stakeholders perspectives is the basis of the ICANN policy process. 

Obtaining information necessary to prosecute someone may soon require actively identifying yourself and authenticating yourself as  prosecutor who needs the information for the purposes of prosecution, rather than simply accessing public data. 
That is a reasonable tradeoff for preserving appropriate privacy for applicants. 

As regards cybercrime generally, there are pros and cons - it will provide significant mitigation of some categories of cybercrime, however.
