[NCSG-PC] Two sessions during Bali

Hi Michaela

Dealing with sanctions are well and square a part of ICANN mission. We
(NCSG, myself etc) have been working on these issues for at least 10
years.  So we can start with icann issues. Middle east regional group used
to address them as well. But then there are some parts of sanction
compliance that fall outside of the remit of ICANN which we can discuss at
an ICANN setting too since the relevant stakeholders are out there
listening (and hopefully contributing)
These issues are similar to DNS blocking session we had during another
ICANN meeting. Some relate to the mandate some don’t strongly relate.
